Basically, they are trying to regulate a problem and ignore the root cause. The reason we have planned obsolescence is because it works. It helps to obtain high gains in a short time period. Which is more profitable than offering a product that can outlast the profit cycle of the producer.
Modularity would be an awesome development. With parts that can easily be replaced and recycled. Maybe even 3D printed.
